Position: Senior/Junior Non-Key Experts


Monitoring Experts (Lead Monitors and Co-Monitors)


1. Background Information



The “Technical Assistance to Support the Monitoring of Actions Financed under the Facility for Refugees in Turkey (SUMAF)” project has its Overall Objective to enhance the efficiency, coordination and complementarity of the support provided by the EU to refugees and host communities in Turkey and to ensure accountability on the use of resources. Its purpose is to ensure tracking and measuring the results of interventions financed in the priority areas of the Facility and the impact of the Facility as a whole through the operationalisation of a results-based monitoring system for the Facility. This monitoring system is tracking progress of Facility-funded interventions against defined targets and is measuring the level of achievement of outcomes in the priority areas and overarching objectives of the Facility.


SUMAF has three result areas:

Result Area 1: Result Framework indicators of the Facility are tested and reviewed to ensure quality reporting of the achievements of the Facility against its priority areas and overarching objectives;
Result Area 2: A Facility result-based monitoring system is operationalised to ensure effective monitoring and quality reporting on implementation of the Facility-funded interventions; and
Result Area 3: Capacity of implementing partners on results-based monitoring of EU-funded actions is increased.


A Technical Assistance Team (TAT), comprising of two Key Experts (KEs), long-term Senior Non-Key Experts (SNKEs) and a backstopping team is located in SUMAF Ankara office to deliver an agreed workplan across all three Result Areas.


In order to carry out its mandate, SUMAF TAT has a continuous technical dialogue with the EU Delegation (EUD) in Ankara, EUD Project Managers (PMs) responsible for specific Actions, Implementing Partners (IPs) and other relevant stakeholders. This is necessary to ensure that SUMAF is kept abreast of current developments related to the Actions, understands EUD monitoring and evaluation needs and has access to all relevant documentation.


The Monitoring Experts will mainly work under Result Area 2:



A Facility result-based monitoring system is operationalised to ensure effective monitoring and quality reporting on implementation of the Facility-funded interventions


2. Assignment Purpose



There will be two main roles of Monitoring Experts – a Lead Monitor and a Co-Monitor. The profile requirements, key responsibilities, and main outputs/deliverables for both are outlined below.


The role of the Senior/Junior Monitoring Experts (Lead Monitor and Co-Monitor) will be to participate in different types of monitoring missions ranging indicatively from 10 to 20 working days per action/project and prepare monitoring reports in line with SUMAF monitoring methodology.


3. Profile Requirements



The profile of the Monitoring Expert is as follows:


Education and Experience
Bachelors or higher degree;
At least 10 years for Senior NKEs and 5 years for Junior NKEs of experience in project/programme management, design and delivery of projects in the framework of international development projects or in private or public sector;
At least 5 years (preferably 7 years) for Senior NKEs and at least 3 years for Junior NKEs of specific experience in results-based approaches, monitoring and/or evaluation;
At least 3 years of specific experience for Senior NKEs (also preferably for Junior NKEs) in programme/project level monitoring and/or evaluation in at least one of the following areas: livelihoods[1], education[2], health[3], basic needs[4], protection[5] and/or municipal infrastructure[6];
Experience in monitoring and evaluation of large-scale actions, preferably using ROM methodology;
Proven experience in PCM and Logframe approach;
Demonstrated experience in writing M&E related reports and ability to write and present mission findings in good English;
Prior working experience in monitoring EU funded projects/programmes implemented by International Financial Organisations (IFIs) and International Organisations (UN, WB, DFID, USAID etc) is preferred;
Experience in migration management is considered an asset;
Prior work experience in Turkey is considered an asset.


[1]Livelihoods: covering the long-term outcome of improved income generation opportunities for refugees and host communities resulting from improved employment or through enterprise development in Facility Supported Provinces


[2] Education: covering the long-term outcome of enrolment of refugee children and adults in the education system and providing them quality education in high refugee concentration provinces.


[3] Health: covering the long-term outcome of refugees and targeted host communities’ access and receive quality healthcare services in the Turkish health system in facility supported provinces.


[4] Basic Needs: covering the long-term outcome that vulnerable refugees can meet basic needs.


[5] Protection: covering the long-term outcome vulnerable refugees are protected from harm and integrated into government systems (of services provision)


[6] Municipal infrastructure: covering the long-term outcome refugees and host communities in selected Municipalities in Facility supported provinces have improved access to safety managed water supply, sanitation and solid waste management services and to recreational services.


Other skills
Strong organizational, interpersonal and communication skills;
Ability to present ideas and complex arguments in writing and in oral presentations in a logical and persuasive manner is required;
Proven ability to interact effectively with a range of different stakeholders is necessary;
Willingness and ability to travel to provinces in Turkey;
Turkish speaking, reading, and writing skills are considered a major asset;
Very good command of English is a must.


4. Key responsibilities:

Conducting desk review of all relevant Action documentation;
Overall mission planning (incl. coordination with other team members, EUD and Action staff in Ankara and in selected provinces);
Preparation and finalisation of the mission schedule with the support of other team members and SUMAF TAT;
Participating in internal SUMAF and EUD briefing and debriefing meetings;
Conducting preliminary stakeholder interviews in Ankara with key Action staff and other important stakeholders;
Conducting interviews and coordinating data collection in selected provinces in line with SUMAF methodology;
Coordination of analysis of all qualitative and quantitative data and preparation of the draft Monitoring Report (the main responsibility lies with the Lead Monitor);
Presentation of key findings to SUMAF TAT and the EUD at debriefing meetings;
Preparation of final Monitoring Report.


5. Main Outputs/Deliverables
Finalized mission approach and methodology paper;
Preparation of the first, second and final draft of monitoring report (the Lead Monitor has the final and overall responsibility for the delivery of the Monitoring Report);
Delivery of mission pictures and collected action documents during the mission to SUMAF.


6. Location and Timing of the Assignment


The monitoring missions will be carried out from 1 July 2020 to 30 June 2021 and will include indicatively 10 to 20 working days per action/mission for each expert.


7. Reporting



The Expert will work under the coordination of Monitoring Manager and SUMAF Key Expert (Monitoring Expert) and directly reports to SUMAF Key Expert (Monitoring Expert). In addition, he/she will work closely with the Monitoring Team of experts assigned to each specific mission.
